Vaughn grew up in small‑town Alabama. After his hometown was contaminated by industrial pollution, Vaughn battled and survived cancer twice at a young age. These experiences instilled in him both a commitment to environmental and public-health protections and a personal understanding of the stakes facing Marylanders with serious medical conditions.

Vaughn went on to earn his bachelor’s degree from the University of Pennsylvania and his law degree from New York University School of Law, where he served on the Law Review. He later clerked for a federal judge and worked in the Obama Administration’s Domestic Policy Council, focusing on issues including health care, housing, transportation, and education.

He also served as Policy Director to Jamie Raskin during his successful congressional campaign, helping craft a platform rooted in constitutional values, economic fairness, and practical governance.

Attorney and Consumer Advocate

Professionally, Vaughn is a consumer-protection attorney who has taken on powerful corporate interests on behalf of ordinary Marylanders. Much of his legal work reflects a genuine David-versus-Goliath fight—standing with individuals and families facing fraud, unfair business practices, and deceptive schemes designed to favor the well-resourced.

This legal background shapes his work in Annapolis, where he has become a leading voice on protecting Marylanders from scams, predatory practices, unsafe housing conditions, and unfair costs that burden seniors, families, and renters.

Since his election to the House of Delegates, Vaughn has earned a reputation as a constructive progressive who delivers results. His legislative work emphasizes:

Housing and Tenant Protections:

Strengthening habitability standards, improving enforcement, and advancing policies that promote safe, stable, affordable homes.

Consumer Protection:

Cracking down on deceptive practices, predatory financial actors, and unfair corporate behavior.

Road Safety:

As Chair of the Motor Vehicle and Transportation Subcommittee, Vaughn oversees legislation on traffic safety, vehicle insurance, pedestrian protections, and the regulatory frameworks that affect millions of Maryland drivers.

Climate and Environmental Policy:

Advancing practical, community-focused climate solutions tied to housing, health, and infrastructure.

In all these areas, Vaughn brings an analytical, evidence-based approach—digging into regulatory details, building coalitions, and negotiating complex policy agreements.

Family and District:

Vaughn lives off Norbeck Road in the heart of District 19 with his wife, Alex, and their two young sons. As a neighbor, parent, advocate, and legislator, Vaughn remains committed to building a Maryland where every resident—young or old, homeowner or renter, lifelong resident or newcomer—can live with security, dignity, and respect.
